No it does not. TVs Mythbuster show did an episode about the subject and proved that to be a myth. The science behind it is that when air travels down into the bed it spins around and doesn't cause any drag off the back of the truck. This can be confirmed for sure by going to the Discovery chanel website and clicking the link for the Mythbuster show.
Leave the tail gate open or put a tonneau cover on the bed.

performance exhausts are always better for vehicles. Along with an increase in horsepower and torque, you will also get an increase in mpg(miles per gallon)
A full size 1995 Chevy pickup has a 34 gallon tank. The estimated mileage is 15 mpg city, 20 mpg highway.

from this site http://www.mpgomatic.com/2007/10/08/super-cheap-high-mpg-cars-1978-1981/ it shows that the Datsun PICKUP 2WD does 39/48
Accelerate slower
27 mpg hwy
No. Removing a restricter on a scooter's carb will make it faster but decrease mpg. If you are talking about a restrictor on the exhaust, then most likely you will increase mpg, but boy is it LOUD.
