Sure, as well as eyes and ears (inside ears) and toes and teeth and heart and lungs, pretty much all the stuff a modern animal has except fur (many of them had feathers). Dinosaurs were very advanced animals.

Flies do not have tongues but they have something which is known as labellum. Flies also use their feet to taste things.

Mosquitoes have mouth parts, but technically not tongues. Their labrum acts like a tongue that sucks blood after they pierce your skin.
