Long answer : Technically anything you install on your computer slows it down to some degree. It shouldn't make it too terribly slow (unless you have a really crappy computer), but it will effect the speed somewhat. You probably won't even notice a different though.
However, one thing you will notice is a decrease in you internet speed. The more people accessing a file, or the bigger the file is, the slower your network will become. But, if you really want to share files, it's totally worth it. I've had a file server set up for a while now, and I really benefit from it.
