No. If the walls and ceilings are clean and free from flaws then the Landlord does not need to paint between tenants. If you have lived in the property for over 4 years, you are within your rights to request that the landlord paints the walls and ceilings, if the walls are wallpapered the landlord should replace it every 7 years if necessary.

However, If the tenant and the landlord disagree about the condition of the paint/wallpaper, or any other service, the tenant may file for a hearing. An inspector will look at the unit and write a report prior to the hearing. At the hearing, a Hearing Examiner will listen to testimony and evaluate the evidence. No. The outgoing tenant is responsible to leave the rented premises in the same condition as when they moved in. That also goes for when you move in so if the carpets aren't clean make sure it is noted and you will not need to get them cleaned when you move out.

If you believe it is so bad that it is not fit to live in, contact your local housing office.

Some cities have an arbitration process where a person will come out and make a decision.

Not sure, but I expect this decision is binding on the landlord.

The careful answer is (as usual), "it depends".

As you phrase it, the answer is "no", the landlord is responsible for maintenance such as painting.

The landlord cannot charge for (or expect the tenant to do) repairs for normal wear and tear.

So, for example, if you lived there 5 years and there are dirty spots or a few scuffs from a bicycle wheel, that is likely wear and tear. If you had a bird that pooped all over the floor and the walls, that is unreasonable damage.

So, if the landlord is giving you the chance to paint over something bad you did, then you should take the opportunity to make things right. If most people leave the property in as good condition as you are leaving it, then the landlord is not making a fair request.

Not necessarily some landlords will rent "as is" and may supply the paint, others will do it for you, it all depends on your lease and how clean or dirty the premises are.
