Yes, it certainly can. You can't really hold a male accountable for his actions when a female (in heat) is around; their behavior can change drastically. In fact, I know of a male dog that bit her master, to the point of leaving a scar, when fighting for a female. On the contrary, another male was uneffected by my female, which was also in heat at the time.

Provided you have a un-neutered male, there are a couple of things you can do to prevent the female from breeding. First the obvious thing is to separate them into two different rooms. That will work, but the male may get very excited or agitated He can still smell her and will want to be with her. The other option is to cover up the important parts of the dogs. They have pants similar to a diaper cover-up for kids, except for dogs. They sell them at Pet-co and Pet'smart. For the male, and this works for house marking as well, the cover-up is simply a wide piece of material that you place a pad similar to a sanitary napkin in the right place. It will catch any urine or liquid secreted during an attempt at mating. For the female, they look like little diaper pants, and come in many styles and colors. the male dog will get aggressive towards any other male and maybe to you if you try to pull him away from the female i know this as i have a 10 year old lab and he has never bitten but when he smelt a female was in season he bit as we tried to pull him away
