It needs to be in the phone & the correct charger must be connected to the connector at the base. Mains or car charger will do.
Most electronics will consume a little power even if they are off or not in use. In the case of a cell phone charger, you may notice that if it is plugged into the wall, but there is no cell phone charging, the charger will still be warm. I don't know the physics behind that, but anything that is plugged in will take up a little energy, even when not in use.

There is a certain small excitation current that is generated by the step down transformer in the charger. It is that current that keeps the charger warm to the touch even when there is no phone plugged into it.
first why would you do that, and probably hell yes if its plugged in water and electric just don't get along, but who knows maybe the insulation will protect you. But hey there's only one way to find out. good luck with that
