Yes and no, some bacteria are considered normal flora, which means they normally reside within your body without involving an immune response in healthy individuals. However, if the normal flora is altered, or the immune system is suppressed, any bacteria can become an opportunistic pathogen and illicit an immune response. There are also other certain bacteria which cause disease no matter where they harbor (i.e. Bacillus anthracis, a.k.a anthrax).

There are also certain areas of the body considered "sterile sites", which indicates that there are normal flora. Such examples include cerebral spinal fluid (CSF), pericardial and perotineal fluids, and the blood. When bacteria enter these areas, they are considered pathogens whether or not they are normal flora which reside in other places of the body.
