Last I heard, if you are eighteen there is specific test you take that leads to your license, not a learners permit.

Yes as long as the 18 year old is a legally licensed driver
Yes, in some states such as, CA & PA, an 18 year with a learners permit is permitted to drive without anyone else in their vehicle unless the passenger(s) are 18 years old or older.
then you are still good bc the learners permit is good and she or he is 18
As long as the accompanying driver is fully licensed, yes.
I'm unsure of which state you are referring, but in PA a learners permit driver can only drive with individuals 21 years of age or older. The following link explains PA's permit restrictions in detail.http://www.dmv.state.pa.us/pdotforms/fact_sheets/pub195us.pdf
If you have only a learner's permit, then you are not permitted to drive unsupervised.
You have to hold a Learners Permit for at least a year or wait till you are 18.
You need a learners permit if you are under 18. If you are OVER 18, you can sit the test for the regular license without needing a permit first.
Yes, regardless of how old you are you need your permit before you get your license.
The rules for your state will tell you. In my state the licensed driver must be 21.
As long as one of them is a licensed driver and accompanies him in the front seat.
