Yes everybody without an Australian passport needs a visa to enter Australia. Obviously your ability to get a visa depends on your specific circumstances and background, however if you are an American who wishes to travel for holiday purposes they are generally easy to obtain; people from certain countries including America can get an electronic visa. See the following Australian Government website link for the electronic visa information and application - it is generally very quick and very easy. Some travel agents may also do it for you. Essentially it is a few details you fill in and click to send http://www.eta.immi.gov.au/index.html The menu on the left of the page shows the menu options but it is all fairly self explanatory. I must stress the ability to get a visa depends on your individual circumstances - those with criminal records may find it harder but for the average person it is extremely easy.

It depends, does this passport holder want to go to the US? Else I would say that it is not really necessary. I have been surviving for many years without a US visa and once I got it, it didn't really change my life.
