Sorry to break it to you, but it is extremely unlikely that someone that has a unused birth certificate would give you the code, especially since answers on this site are public.
You can purchase a furry friend from the Build-A-Bear website or go to your local Build-A-Bear Workshop which will come with its own birth certificate.
Welcome passes were discontinued a long time ago and can no longer be entered.

How do you delete a build a bear account?
You can delete your account by going to the parent's email message they send your parents when you join. At the bottom it says "If you don't want your child to be a part of Build-A-Bearville click here" and click and it will automatically delete your account. You or your parents can also email Build-A-Bearville and ask them to delete your account. vwhelp @ buildabear. com (remove the spaces)
