Flourine is a nonmetal. Nonmetals usually gain electrons and form anions, or negatively charged ions.
It is a negative ion because to form a positive ion (cation) you must lose electrins and to form a negative ion (anion) you must gain electrons. Flourine has 7 valence electrons so it needs to just gain one more electron to fill its outermost shell.
