Not if were comparing them "apples to apples". If it's the same brand and same age and the thermostats are accurately calibrated, the would cook at the same pace. However, typically an electric oven takes longer to pre-heat than gas, especially electric ovens with an inclosed bake element. As a side note, many people like an electric oven better than gas because electric tends to be more consistent at holding temp during baking than gas, and it doesn't dry food as much. I do have to say, there's nothing like artisan bread out of a gas oven. I feel gas is far superior for making artisan breads, but overall electric is preferred.
Ah, the age old question. Really, these days, they are the same. What do you prefer is more the question? Used to be that gas would heat up quicker, the flame is instant and the old burners have to take a while to heat up. Spend some money on a newer unit and those puppies are instant and and ready to go. I prefer the consistency of electric, but then again, I'm an electrician.

It is easier to cook with gas ovens because they are faster at cooking and boiling water, but they can also cook too quickly and burn your food. The recommendation would be to have a gas stove.
The cooking times between gas and electric ovens don't necessarily vary greatly, however with a gas oven the temperature seems to go up a little quicker. When cooking on the stove top it seems that gas stoves are quicker than electric ovens.

Doesn't really matter much. Gas has a bit faster response time(=goes cooler or hotter faster), but that's about it.

I personally favor cooking with gas. You can regulate the heat easier because you can see the flame. Gas also gives a more even heat especially if your pan is not perfectly flat. When a pan gets older it may not contact an electric burner completely.
