A minor (such as 15 year old) may obtain a tattoo only with written consent of a parent or guardian. The signed consent form must be retained for 3 years following the procedure.
If a tattoo artist or other individual performs the tattoo on a willing minor without parental consent, they are in violation of the state heath regulation and subject to fining.
If a the tattoo is done without the minor's consent (i.e. it is forced on them), this constitutes child abuse and potentially a form of criminal assault regardless of parental permission.

Maybe. "Abuse" is does not have a precise meaning. Instead, it depends on the totality of the situation. In the US, it is illegal to tattoo a child at 13, even with parental consent in most (all?) states. Assuming this is in the US, the tattoo would have to be given illegally. Subjecting your child to a back alley tattoo is certainly not acceptable parenting, but may or may not be abusive.
A parent CAN be held responsible for you getting a tattoo. Some states have some very harsh laws, pertaining not only to the parents but to the person doing the tattoo. In the state where I live and tattoo, if I was to tattoo a minor (under 16), with or without a parents permission, I would be charged with child abuse and face 10 years jail time, while the parent gets charged with child endangerment. Their sentencing would be just as severe. Any shop worth its merit, will have some very strict rules and require quite a bit of paperwork to show both guardianship and age of the person getting tattooed. If you get something out of a shop, then you risk not only shoddy tattoo work, but possibilities of blood-borne illnesses and heavy scarring. Either get your parents permission and have them join you for getting a tattoo, or wait until you're 18.

Yes, it is physically possible to tattoo a baby. And yes, that is a horrible, horrible, idea.Recently where I live there was a parent who tattoed his son with his gang symbol. The man was arrested for child abuse.

This is obviously violence. Unless done in self-defense it is abuse, but even then it is a most unsatisfactory state of affairs in a marriage. You should consider reporting the matter to the police.
