It can be under some circumstances. There can be very mild cases of the flu and fevers can be caused by some very deadly pathogens that cause severe infectious disease. But they are different classes of things. A fever is a bodily symptom of the immune system fighting a disease, and the flu is an infectious disease that causes the symptom of fever while the body's immune system is fighting it.

Different viruses enter our bodies different ways and affect different tissues and organs. A cold usually attacks and affects the tissues of the nose, throat and sinuses, while the flu attacks those plus the deeper tissues of the bronchial tubes and lungs. Therefore, the symptoms of the flu can be worse, since it infects an organ and not just mucous tissues where it enters the body. It is more difficult to clear the airway of the mucus and congestion when lower in the respiratory system and that can cause additional symptoms and sometimes pneumonia and other secondary infections.

Yes. Having fever fights the flu. In fact you get fever after most of the infections. This high fever is the defence of the body against Infectious Diseases. But fever makes the patient uncomfortable. Fever is harmful for patient also. So your doctor will not allow fever to go to high level.
