Water vapour releases energy when it condenses, this is the latent heat which is a fixed amount per gram of water. To boil water into vapour the latent heat must be supplied. Once in the vapor form,to make it hotter you have to supply energy.

For water or any liquid in general, heat energy is absorbed during evaporation. Heat energy is absorbed as it's used to break weak bonds between molecules, increasing the liquid's vapor pressure enough that it surpasses that of the atmospheric pressure pushing downwards. At that point, the liquid evaporates and the heat energy of surrounding materials is lowered.

That's one of the reasons for why liquids that evaporate faster (especially alcohols) feel cooler when evaporating off of skin, and also why it's possible to feel cooler with wet skin even if the water is at body temperature.
