No, probably not. They're just as small/ smaller than guppies... however...
The Neons are a shoal fish and like to be kept in groups of around 6 or more. If they're in smaller groups they will be nervous and would probably nip on the guppies fins. If the fin nipping becomes serious enough the guppy could die.
Could have a filter. I do. I feed mine tetra color plus and minus, I just got blood worms. They should have a balanced diet. I watch mine for wierd behavior. I got four a week ago for my 20 gallon tank. I plan to put in one more. They need a school too(Unless They're starter fish get four and if they all last a week get one more for a school.) If at 9 PM-6 AM you don't see the red, it fades when sleeping or when long periods of stress. Some say you need 6+ for a school, but I'm getting five because I can't have much more then that. If tank mates(like any danios, rasboras, etc.)school with them, it may be a lonely fish and will want company.
Neon Tetras do not eat plants. They may eat a bit of algae in times of hunger. A good source of nourishment is required to keep Neon Tetras such as flake food or small amounts of frozen blood worms.
Many species of fish will mix with neon tetras (Paracheirodon innesi) they include all of the smaller Barbs, Tetras, Rasboras, Corydoras and Dwarf cichlids (Amazonian). The big things to remember are "1 inch of fish needs 1 gallon of water" and "if a fish is small enough for others in the tank to swallow then it probably will happen".
Neon tetras have so many Predators in the wild, but neon don't go down easily, they live in schools for protection, their Predators are The Angelfish, young Oscar fish and some other kind of cichlids and a young silver arowana.

If the neon is in a tank with other neons then there is a good chance it will grow back. If your neon is in with other fish and larger fish there is a very good chance it will be eaten "Big Fish Eat Little Fish".
Assuming that you are referring to neon tetras, there are several brands of commercial "Tetra Flakes" that can be bought at nearly every pet store. I believe that there is also a pellet version of "Tetra Flakes".
