That would probably depend on just how low the pressure is. If you're talking about any part of the world's natural environment, then the pressure is never too low for hot air to not rise.

However if you are talking about an extremely low pressure area, such as a vacuum, then the air would simply spread out to fill every possible crevice of the space instead of rising.

The lighter gas rises. When gas gets hot it expands and is therefore lighter per cubic anything than it was. So smoke which is hot gas plus carbon etc will rise in low pressure air.
