No starvation will not burn visceral fat. Exercise is the best way to burn visceral fat. A study at Wake Forest University found that subjects who diet and exercised loss an average of 18 pounds more belly fat than the subject who only dieted. In fact the subject who only dieted loss body fat lost almost no visceral fat.

As long as you are alive you burn calories continuously, more the more active you are. Starving/fasting is not a good way to lose weight, as not eating at all will cause the body to use up calories more slowly than if you're following a sensibly restricted diet.
