The mother should be responsible since she had custody. The child was under her roof and she should have to handle the situation. You just can't take the support and not be accountable for the child. If the father wants the child, the court should give him the right to have her at this time and the mother should pay him.

They give her welfare so she can support her child just like you have to support yours along with her mother. If she was not on welfare and without a job no one would support her child. So yes, until she is emancipated you have to provide for your child. I doubt they give her enough to pay rent, food, clothes, electrical bill etc that your money goes to.
