Hate to say it, but the country a doctor comes from can constitute their intelligence or ability as a doctor because some countries do have better medical schools where their students are at an advantage to learn more about medicine opposed to medical schools that might not get enough funding from their government.

But, if two doctors of different nationalities go to the same medical school, the case is completely different, they have both had the same amount and quality of schooling so the country they come from doesn't determine their intelligence or ability.

ANSWER:

The best doctors are found in Pakistan and India.
