Yes... sort of.

The reason for the qualification there is that it's a little more complicated than that, and it partially depends on what you mean by "not spinning".

If the Earth were tidally locked with the Sun, the Sun would not appear to rise or set; it would remain in pretty much the same place in the sky. However, in that case the Earth would still be "spinning" ... it's just that its periods of rotation and revolution would be the same.

If the Earth were not spinning at all, the STARS would not appear to rise and set, but the Sun would rise and set once (each) per year.

The Moon is a separate issue. The fact that the Moon revolves around the Earth means that it will rise and set regardless of whether the Earth spins or not unless the Earth were tidally locked with the Moon. Again, in that case the Earth would be spinning, but each "day" would be about a month long, and the Sun would rise and set 12 or 13 times (each) per year.

What controls the rising and setting of the sun and moon?

the sun is the center our this solar system, there are thousands like it. the earth is moving in a circle around this sun the earth is also spinning itself. the spinning makes the sun appear to rise and set every day the moon is moving in a circle around the earth. sometimes the earth is directly between the sun and the moon and the moon becomes shaded or eclipsed. sun eclipses can also happen when the moon is between the sun and the earth

What causes the rising and setting of moon?

The moon rotates around the earth, and as it does so, our view of it makes it appear to 'rise' and 'set,' though really it's just spinning around us.

Why is it that the sun rises in the east and sets in the west?

The Sun, Moon and stars only appear to "rise" and "set" because we live on a spinning Earth. The Earth spins west-to-east once every 24 hours.

How many times will a person on the far side of the moon would observe earth's rise?

It's impossible to see Earth rise from the surface of the moon, since the moon is tidally locked in Earth's orbit.

What forces the moon to rise?

The moon is not actually forced to rise, but appears to be rising because of the orbit of the moon and the rotation of the earth. The movement of the planets and the moon makes them appear to rise and set.

Where does the sun appear to rise and then to set?
