Yes, if you to build a time machine just to go back in time and save someone and you succeded then he/she would still be in your life influencing your decisions making you choose different choices. So you would have no purpose even thinking of building a time machine to save him/her so they would die so you would build a time machine and save him/her and so on and so forth. essentially you would create a wound in time.(So to say)
Sadly, No. It is a theoretical construct only. According to the physics, time flows in one direction only (entropy always increases) being able to go back in time would require the energy to reverse the WHOLE universe. There isn't enough energy in the universe to overcome itself (bootstrapping as it were.) It's a really neat idea, and even has some applications in pure theoretical physics but it is not possible at our macro level.
