Water vapor is a gas, and like all gases, it has no definite shape or volume. It will expand to fill whatever volume there is. The only thing that will change as this happens, is that the pressure exerted by the gas will change.

Yes, although the volume changes when changing to different states of matter (liquid, gas, solid). However, it is definite in each of these states, whereas liquid is the easiest to measure.

Gases has not a definite volume because they are in expansion: only in a closed container the volume is definite.
