Sadly you cannot downgrade to an earlier iOS version. iOS updates to older devices should always tend to slow them down. If you think iOS 4 will slow down a device, iOS 5 makes the keyboard too slow to type on on my iPod Touch.

There are eleven screens on the iPad. Each screen can store upto 20 apps + 6 in the dock. So for iOS 3 theoretically, the maximum is 226. For iOS 4 with folders the maximum would be 4406. However, there are storage limitations, depending per app.
