A floor model drill press is a very large and versatile machine that can perform many tasks and hold many different tools. A hand held drill is smaller and basically just for drilling holes.

A stationary drill with a platform to hold the piece to be drilled and a hand crank to lower the drill bit down to said piece that sits on top of a work bench. A floor mount drill press stands directly on the floor. Bench top drills are around 24 inches tall.
The spindle moves up and down and carries the shaft of the drill inside it. As the drill turns inside the spindle, the spindle can be lowered, bringing the drill bit into contact with the work.
Don't know that there is a difference. Both refer to the rooms or floor that is at least partially under ground.
