Balanced forces do not change because each side is pushing the other with the same amount of force. Action Force is a force that exerts a force on another object.

Reaction force is equal, and opposite of the first force. In response to the force applied.

"Action and reaction" refers to Newton's Third Law. Forces always come in pairs; if object "A" pushes against object "B", then object "B" will push back against object "A". Which of these two forces is called the "action", and which the "reaction", is often arbitrary.

"Balanced forces" is unrelated to the above; when forces are "balanced", it means that the vector sum of all the forces that act on the same object are zero. Please note that "action and reaction" forces are forces that act on different objects, so the forces on a single object are not necessarily balanced.

Action and reaction forces act on different objects, and in opposite directions. For example, if the rocket pushes the gas out, the gas pushes back against the rocket. The forces are on different objects (the gas, and the rocket, respectively), and in opposite directions.

Balanced forces means that the sum of forces on an object is zero. There is no guarantee that forces are always balanced. If forces are unbalanced, the object will accelerate. This is related to Newton's Second Law.

Action and reaction forces refer to Newton's Third Law. If an object "A" pushes against an object "B", object "B" will push back on object "A" - with a force that has the same magnitude, but in different directions. The two forces, in this case, are on different objects. Balanced or unbalanced forces, in the previous paragraph, refer to forces on the same object.

The main difference is where the forces act."Balanced forces" refers to two or more forces that act on the SAME object.

"Action-reaction pairs" refers to objects acting on DIFFERENT objects ("a" pushes "b"; "b" pushes back on "a").

Another difference is that the action-reaction forces always have the same magnitude; in the of forces acting on the same object, there is no guarantee that the forces are always balanced.
