If a room is filled with lots of things you love and appeals to you, you may be able to spend time in it. You are approaching this problem from the wrong direction. Claustrophobic people should avoid committing crimes, so that they do not find themselves locked into small cells where their claustrophobia will become a problem. It is not up to the penal system to accommodate claustrophobic people. Claustrophobic people get locked up just like anyone else, if they have been found guilty of a crime. Yes, if their fear prevent's them from entering, they can be sedated. Although for entering at will, it depends on how strong their claustrophobia is, E.g. I have claustrophobia but unless I fell like I will get stuck, I am fine. And by get stuck, that does NOT include elevators (For me)
