I am going to try and improve this answer slightly. I think with the word "port" there is a little more guarantee that there is "port authority" involved and more police patrol, protection, guarantees for security for import and export trade business etc. A harbor doesn't necessarily define that. However many ports are called Harbors because they originally were harbors without port authority. All ports are harbors. All harbors are not ports.

Why do Atlantic harbors remain ice free all winter?

Not completely correct, as there are a few ports above the polar circle that will freeze during winter. Most ports are too far south (closer to equator) to get cold temperatures in winter to make such a huge body of water as a sea (or inlet) freeze over.
