Nothing that I know of , maybe something like snails could help brake it down but apart from that best way is to build a skimmer before those leaves sink.

Or give the pond a total clean otherwise use a dirty water pump to pump out those dead leaves at the bottom

Another suggesting is to string fishing line around the pond and over the surface of the pond to trip the heron up but this needs to be in additional to the netting.
