I haven't done so yet, but I bet you have to get allPokemon from the Kanto, Johto, and Hoenn regions, which, in total, would be 386 Pokemon (to get the other starter Pokemon from FireRed, trade from another FireRed/LeafGreen)

You have see to many different pokemons. Then you will fill it (you have to every Pokemon to get national pokedex).
Okay, to get the Pokemon to fill the National Pokedex, either you: migrate Pokemon from Emerald, Ruby, Sapphire, Firered, and Leafgreen. Or you could go in the wild near thesurvival area, which won't help a lot but it can help. Hope this helps!!
There are many different ways to fill the national Pokedex. You can play FireRed, Leaf Green, Sapphire, Ruby and Emerald and transfer the Pokemon via Pal Park. Use the global link to trade for the missing Pokemon or trade with friends.
Go to The Professor's Lab in Sadgem Town and you get the National Pokedex you might want to get Pokemon LeafGreen FireRed, to fill it at the top but some will be in the grass at the top of the Resort Area!

It is a Chatot in the Sinnoh Pokedex and an Exeggcute in the National Pokedex. If you have an Action Replay, you can get the cheat code that has 100% complete Pokedex and it will fill your whole Pokedex. Hope I helped!!!
