are you getting fuel past the fuel filter. do you have spark at the spark plugs

By this, I assume they mean you must replace the entire fuel pump assembly, rather than just replacing the fuel filter by itself. My Haynes manual illustrates removing the fuel filter component for replacement, but getting a replacement filter appears to be problematic, based on what the parts stores said.
