In the main fuse box under the hood. Should say something like H/L Relay on the fuse diagram (inside the lid).

Fuse for the radio and clock is in the panel behind the coin tray. It is fuse #9. Your owner's manual has this information along with a diagram that I cannot share in this space. If you do not have a manual for your car, you need one.
On the back of the fuse box case, there is a description of what each fuse is for and what the amperage is supposed to be. There is a small fuse box above the driver's left foot. There's also a main fuse relay next to the battery.
Has a starter relay in the engine bay fuse panel.

Like all cars the Subaru Outback uses many fuses. There is one fuse block located behind a door in the lower part of the dashboard. Another is in the engine compartment near the battery.

Pull the old fuse out and replace it with one of the same size and rating.
Service manuals for the Legacy Outback on CD are available on eBay for less than $10. I checked the one for my 2007 and it includes the diagram that you seek.
Fuses for each year of Outback are different. Some years have the fuse arrangement in the owner's manual. Otherwise, each fuse position is marked with its function. A flashlight helps.
