Its part of the hazard switch in the centre of the dash. An OEM replacement costs ~£15 or double that from VW. Check against your VIN before ordering as there are a few variations.

Where is the turn signal relay located in a 2001 VW Golf and how do you determine which relay is for the turn signals?

Where is the flasher on a 1998 Plymouth Voyager and how do you replace it?

If you have the owners manual look in there first. In the index it gives the location of the Fuse Box and location of the Relay Box. The flasher should be located in the fuse panel or near there. In the relay box out under the hood [located close to battery] the flasher may be there. It is round about the size of a golf ball and flat on the top. It should say something to the effect of Flasher Unit. Replace the bad one with the same size one.
