Had everyone put on a life jacket on titanic how many extras would there have been?

There were 3500 life belts/jackets and 48 life rings. That means there would have been in excess of 1000 (there were over 2200 people on board) extras but they were useless in the frigid North Atlantic. Most people in the water would not have drowned but died from hypothermia within minutes. Others on the ship as it went down or who were too close to the ship and got sucked down with it obviously would have drowned.
