Yes. Several regions in northern Mexico have seasonal snowfalls. For example, there is a skiing center in Monterreal, in the northern state of Coahuila.

It actually has, but is quite rare. It last snowed January of 2010(I was there). It was the first time in over a decade or so and did have minor accumulations.

There are seasonal snowfalls in certain regions of Mexico, specially up north, close to the US border. Most of these snowfalls happen on mid-winter (Jan 21-Feb 21).

Yes. Last time Guanajuato received a snowfall was almost a couple of years ago, on January of 2010.
