Headlights on your 2000 Chevy Blazer stay on whenever driving day or night how do you correct this?

It is designed to do this. They are called Daytime Running Lights. No correction is necessary.

Push the dome light button four times and they will go off. You will hear a dinging sound as if your seat belt were unfastened notifing you they are off.

The headlights do not have a fuse, they have a circuit breaker that is built into the headlight switch.

The only way your headlights can come on when you press on the brake pedal is a crossed wire. The brake light wire and the headlight wire can be frayed and touching each other.

You can, but not while it's running. Before you turn your key, you have to set the parking brake, not all the way but just a bit and then start the Blazer and the lights should stay off.

That is not a button, but a light detector. When it gets dark enough, the headlights automatically come on.
