I have a 99 Sunfire GT. It is just behind the glove box in the back right corner right under the dash. It a regular size relay (about 1 X 1 X 2) and mine was white. My horn died recently, the relay clicks when the horn button is pushed (that's how I found it). I'm hoping that it's just the relay as I can't find the horn. Good luck getting it out, it's in a awkward place.

Nevermind..I found the horn relay online.. My horn went off this morning and in a panic.. I unplugged it. My neighbor said he thought the horn relay went bad.. The top was down in my 2003 Wrangler during a rain storm and it got soaked..SO I don't know if this is related or unrelated... There isn't a fuse for the horn. The horn instead uses a relay to function. The GM Parts Department specifies it is located underneath the driver's side panel where the accelleration and brake pedals are.
