Every Housing Authority has its own list of qualifications for which a person can receive a voucher or public housing. You will need to check with the Housing Authority in that location for specific qualifications. Many of the qualifications fall under federal guidelines, while housing authorities are free to develop their own qualification criteria according to Housing Authority standards.

The best place to go is to the county website and it will have directions on where to go and how to apply. You can also look up section 8 housing and it will take you to a list of cities that allow low income housing and it will also show you how to apply for it.
Generally speaking you cannot apply online for a section 8 voucher from HUD (US Department of Housing and Urban Development). There is a HUD office in most cities. Federal law states that everyone must be given an equal chance to have their name put on the waiting list. Those who use computers and Internet access seem to have an advantage over those who can't, making it unfair for the latter. Your local housing authority probably has a website in which you can look up their procedures for putting your name on the waiting list. However you can apply at as many housing authorities as you wish. In addition many housing authorities will have forms that you can download off of their web site to print, fill out, and mail or fax to the Housing Authority.

Council housing was demolished in cities like Liverpool in the 1950s and 1960s. It was public housing rented to those who could not affort to rent other housing.
Urbanisation is what occurs when the rural character of a town is gradually replaced by housing and industrial developments, resulting in more suburbs. Essentially, it is an increase in the proportion of people living in urban, or developed, areas compared to rural areas.
Modern cities offer many of the same advantages as ancient cities in that housing is more readily available and is located closer to work. Also, supplies are gathered and brought into the city rather than hunted for outside of the city.
The large population in cities created a need for other land to be developed for housing. This led to the development of outlying areas next to bigger cities called suburbs. It also created the need for wider roads through the cities.

After World War II, many returning service men made use of the GI Bill to purchase homes. Many new housing developments sprung up outside of major cities, in close enough proximity, that it gave people the opportunity to raise their families in quiet residential enclaves away from the chaotic lifestyle of the city, while still being able to take advantage of the type of employment only available within the city.
