You can get a Roserade in Pokemon Diamond by evolving Roselia using a Shiny Stone. You can catch Roselia on routes 212, 221, 224, 225, or 229; or get it by evolving a Budew (through friendship), you can get Budew on routes 204 or 212, or Eterna Forest.
Roselia is the name of a grass/poison Pokémon that has appeared in several titles of the series, however, the Emerald version is not one of them, so if you want to have one in this game, the only way to get it would be through trade with another gamer.
Togetic and Roselia evolve when the shiny stone is used. Togetic evolves into Togekiss and Roselia evolves into Roserade.

No. You have to either catch Roselia or Budew to get Roserade. If you start with a Budew, level it up until its Friendship is high enough. When it evolves into Roselia, use a Shiny Stone on it.

Try the grass on Route 117 outside of Mauville City. Roselia has about a 30% catch rate there.
On the route west from mauville city look for Roselia in the grass it's rare to find though.
You have a 1 in 8,192 chance of any wild Roselia (/Budew) being shiny (different colored).
you have to trade it from diamond to soul silver and you can't actually catch Roselia wild in Pokemon soul silver.
