Muhammad Ali Jinnah did not fail whatsoever in his endeavours; to form a separate homeland for the Muslims residing in India; Pakistan. In fact, he was successful in doing so successfully. It may be true that his plans could be executed untarnished (Rigging in the Radcliffe Boundary, unfair asset division, reluctance of India to give Pakistan their share from India's national bank) but, his primary visions were put in place firmly.
For the most part Muhammad Ali Jinnah was successful. In my view, his main failure is that the democratic and secular republic he imagined that Pakistan would become has been eclipsed by the current Islamist state controlled by military thugs and tribal warlords. However, this failure has resulted from Pakistani politics long after Jinnah's death, especially the rule of General Muhammad Zia-ul-Haq.
