Cold, fresh water. You can rub them down using a cold damp towel, or freeze a bottle of water, wrap it up in a towel and place near the dog.

If you can, put a mister up close to your dog house. A great thing to do is build an insulated dog house and put it in the shade as much as possible.

Indoor air conditioning, shelter in shady spots when outdoors, plenty of fresh water in shady spots so it doesn't get hot. Although some people say not to, some dogs in the South or in countries that stay hot or get very hot in the summer, like thick coated Chows, do better with a summer shave. Not too short, but plush- about 1 1/2 inches long "teddy bear" cut. It really helps. For a Husky, I wouldn't shave it but would use a "shedding blade" or a "furminator" during the spring and summer. I would never recommend shaving a GSD or Husky unless there was a medical need.

Some have blood vessels in their large ears to dissipate heat (like cervals, mule deer, and donkeys.

Some hide under rocks during the day (like snakes, lizards and frogs).

Some have small hands and legs which reduce contact between the hot ground and them (like some lizards, and LOTS of birds).

Dogs "pant" to lower their body heat.

There are four avenues of heat loss: convection, conduction, radiation, and evaporation. If skin temperature is greater than that of the surroundings, the body can lose heat by radiation and conduction. But if the temperature of the surroundings is greater than that of the skin, the body actually gains heat by radiation and conduction. In such conditions, the only means by which the body can rid itself of heat is by evaporation. So when the surrounding temperature is higher than the skin temperature, they must cope.
