Viruses are considered nonliving because of it's characteristics, All organisms are build up of cells not viruses, viruses don't have cytoplasm and viruses are made out of one particular chromosome surrounded with a protein coat (this it one of the characteristics that confuse viruses for living or nonliving).

Viruses don't share no traits to cells ( or living things in general) except the ability to reproduce, which they can't on they own.

Is there a difference with viruses and cells?

Yes there is a difference. Viruses are non-living and cells are living This is because Viruses can't reproduce on their own without a host. They don't have a metabolism like cells. They can't maintain homeostasis. They cannot synthesize proteins (they lack the ribosomes to do so) without a host. Without a host viruses can neither generate nor store ATP (adenosine triphosphate). Viruses cannot live unless they have a host.

How can you tell the difference between bacteria and viruses?

The difference is that viruses are smaller than bacteria. One more major difference is that bacteria are living things whereas viruses are non living things.
