Assuming that your question is concerning magnetism itself, both constitute the same nature of magnestism, although electromagnetism is active whenever a electric current circulates through the coil, while on permanent magnets the magnetism is constant and independs from any electric current. However, on electromagnets. depending on the voltage applied in the coil, the magnetism can be very powerful and even can lift heavy objects. Permanent magnets produce a weak magnetism which is employed only in a few devices.

an electromagnet is a type of magnet that is created by an electric current. the magnetism disappears when the current is removed. if you have a landline phone and the phone line runs right next to a power line and you hear a buzzing in the line, you're hearing electromagnetic interference

a permanent magnet is a type of magnet that is created by aligning the molecules by pole. this type of magnet will not lose it's magnetism in our lifetime.
