How are fraternal twins different from the other types of twins?

Fraternal twins are the result of two DIFFERENT egg cells which both become fertilized. That is why they can be either the same or different sex, because they are just like any two puppies, kittens, or other animal who normally bears more than one offspring at a time.
The "other kind" of twins, as you call them, are identical, and are the result of one egg cell that has already been fertilized to begin development, and THEN divides to become two separate embryos. In this case, the twins WILL be the same sex, because they are essentially like putting a picture in a copy machine; the two images have to match because they came from the same original.
