In my case, you go to the dealer. $265 to replace the lamps. The dash has to be removed to get to the lamps. Had them all replaced to avoid having to do this again. Car has about $90K miles on it.
There are at least 7 or 8 lamps in the instrument cluster which provide lighting to the gauges, speedometer and "idiot lights". It's a fair bet that several of them have burned out in a vehicle of that age. You'll probably have to pull the cluster in order to reach them. Some LED versions are available that are both brighter than the original lamps, and will NEVER have to be replaced again for the life of the car. You can also get them in cool colors :)
I had taken my 2000 Silhouette in for other problems and since I had it in the shop, I asked about the lamps on the overhead console and on the steering wheel remotes for the radio. They told me that the lamps are not replaceable, but the whole switch has to bed replaced. I thought that this was quite a bummer.
