The English word "wind" comes from the Germanic word Windmeaning the same thing. It is related to the same PIE root that gave rise to Latin ventus.

If you mean how wind from a particular direction is named ... it's named after the direction it's blowing FROM. A "westerly" wind blows from the west; a "nor'easter" is a storm where the winds come from the northeast.

If you mean something else, please be more specific.
