You can change the fuse for the cell phone charger by unscrewing the screws on the plug with a screwdriver. Remove the old fuse and replace it with a new one of the same amp. Replace the cover of the plug.
Try it in another car. It is likely that the lighter socket is bad, but it could be the charger.
The fuse for the power source will be in the fuse block, but your problem may be in the accessery cell phone charger power inverter etc... In which case you can unscrew the end and there will be a round glass fuse. In some cases you will have to take it apart with a screwdriver, but not too many. Good luck, shannon

Check your cigar lighter fuse. This is also the DLC fuse so if you have a dime stuck in the lighter socket or blew the fuse with a cell phone charger you won't be able to read codes until the fuse is replaced.
Depending on the car it could be a fuse. If it happens to be a mid 90's Honda most likely the ashtray light hot wire and cig lighter wire shorted and fused. No idea why mid 90's Hondas do this with cell phone chargers, but I see at least 4 a year.
Your DIY 12V power source is shorting out. Something wasn't assembled correctly. Take it apart and do it over. Defective phone charger?

YOU CAN TAP INTO THE FACTORY FUSE BLOCK WITH A MINI FUSE TAP, (WITH A FUSE ATTACHED TO THE WIRE, CLOSE TO THE FUSE BLOCK) RUN A WIRE TO A CIGARET PLUG ADAPTER (TO PLUG THE CELL CHARGER INTO) YOU'LL NEED TO CHECK FOR A CONSTANT ON POWER SUPPLY IN FUSE BLOCK BEFORE STARTING. USE A TEST LIGHT, OR A VOLT/OHM METER. GOOD LUCK, AND DON'T FORGET TO UNPLUG CHARGER WHEN NOT IN USE.

I'm not sure about all of the relays, but that is where the cigarette fuse is, if your cell charger won't work it is probably the fuse located in the trunk.

Either the fuse has blown or there is a burnt connection at the lighter socket. If the fuse is blown, you could be overloading the socket. You should consider putting in an additional socket on a separate fuse.
