Hard question, that. Um, To the humans, the Cullen family are all adopted-related, so it's not too too bad that in public Jazz+Alice and Rose+Emm are "together". Not actually dating because they are sort of realted, but for that to work, it was just easier that Jazz+Rose be twins. Plus they both have blonde hair so it looks right as well.

No, Rosalie and Jasper are not siblings. They are both members of the Cullen vampire coven in the Twilight series, but they are not related by blood. Rosalie was turned into a vampire by Carlisle, while Jasper was turned by another vampire named Maria.
