Generally speaking a society can benefit by being near a river in several ways. This answer covers much of past & present history. Rivers are helpful because:
* they can provide a source of water for irrigation;
* they can be a vehicle of transportation, in that boats can enable a society to travel in a way other than ground transportation;
* in some cases, clean river water can be used for drinking and bathing; and
* rivers can be a source of food because in many cases various types of fresh water fish and other types of animals can be found in them.
For something to be helpful, it must have an intention to help. A river is an inanimate object with no intentions and therefore it can not be helpful.
It would be harmful not helpful.
