That's your power steering. It does that on all my vehicles. I've never looked into it but I'd say it's normal. It must be a MAX power steering fluid pressure sound or maybe even an intentional warning sound. And yes it makes that sound while stopped as well on my car and truck. Pretty sure it's normal.
